Mandatory HMO licensing details (fees, process, application links, contact, exemptions) clearly confirmed from official Barnsley Council website. Absence of selective licensing and additional HMO licensing confirmed through multiple sources including the council's own housing strategy documents, news coverage, and absence from national licensing databases. Article 4 Direction details confirmed from council documents. The main uncertainty is the phone number for the HMO team specifically - the general council number 01226 773555 is confirmed; the HMO team contact is primarily by email. No online public register URL was found.
The licensed HMO register can be viewed in person by appointment at Westgate Plaza, Barnsley. No online searchable register is available. To arrange access contact sharedaccommodationteam@barnsley.gov.uk.

All councils in England must operate mandatory HMO licensing. This applies to properties with 5 or more occupants forming 2 or more separate households, regardless of location. If your property meets these criteria, you must apply for a mandatory HMO licence from Barnsley council.
Mandatory licensing for Houses in Multiple Occupation (HMOs) across the entire Barnsley Metropolitan Borough. Applies to properties where five or more people from at least two separate households share bathroom or kitchen facilities.
Required documents (must be uploaded within 14 days): photographic ID for licence holder and property manager, gas safety certificate, electrical installation condition report (EICR), portable appliance test (PAT) certificate, energy performance certificate (EPC), fire alarm test certificate, fire safety risk assessment, floor plan with measurements, DBS certificates for licence holder and manager, and emergency escape light test certificate (where installed). Optional: building regulation completion certificate, planning consents. Article 4 Direction 1/2020 (made 14 May 2020, in force 24 June 2021) requires planning permission for conversion of C3 dwellings to C4 small HMOs borough-wide - landlords should check lawful planning use before applying.
