Proposed borough-wide Additional Licensing Scheme that would extend licensing to smaller HMOs with 3-4 occupants, plus certain converted buildings with inadequate safety standards. Currently only HMOs with 5+ occupants require mandatory licensing.
Consultation launched 2 February 2026. Not yet approved - final decision pending outcome of public consultation closing 19 April 2026. Scheme follows the June 2025 Article 4 Direction requiring planning permission for all HMO conversions regardless of size. Councillor Sean Fielding (Executive Member for Adults and Community Housing) stated the aim is to drive 'unscrupulous HMO landlords out of town'. Bolton estimates approximately 720 HMOs in the borough. Property types covered: HMOs with 3 or more occupants forming 2 or more households; certain converted buildings where safety standards are inadequate. Extends coverage beyond the current mandatory threshold of 5+ occupants. Exemptions or exclusions: To be confirmed following consultation.

Bolton's first and only selective licensing scheme. Ran for 5 years. All privately rented houses in the designated area were inspected using the Housing Health & Safety Rating System during the scheme. Where hazards were identified, the Housing and Public Health Unit worked with Bolton Council and partners using a graduated enforcement approach. Cases were brought to Bolton Magistrates Court with fines and costs awarded. No renewal or further selective licensing scheme was introduced after expiry. As of 2024, Bolton has no selective licensing scheme in place.
