District-wide additional HMO licensing scheme covering all HMOs not subject to mandatory licensing requirements - principally properties occupied by 3 or more unrelated persons forming 2 or more households, regardless of number of storeys or occupant count (i.e. smaller HMOs below the 5-person mandatory threshold). This removed a loophole by which landlords might claim fewer than 5 occupiers to avoid mandatory licensing.
Introduced April 2015 as a time-limited scheme. At introduction there were approximately 140 HMOs in Harlow; by 2019 this had grown to 319. The scheme was designed to improve standards in all HMOs, improve living conditions, and respond to resident concerns about nearby HMOs. Key fire safety requirements included hard-wired interlinked fire alarm systems, 30-minute fire resistance lining under staircases, and fire doors on bedrooms and kitchens leading to escape routes. Enforcement began immediately on 1 August 2015 for unlicensed HMOs. The scheme was time-limited and due to expire in April 2020. At the time of this extraction there is no evidence the scheme was renewed after April 2020; the council appears to rely solely on mandatory licensing. Third-party sources confirm additional licensing is not currently in force in Harlow.

Core mandatory HMO licensing fee structure and requirements were confirmed directly from official Harlow Council web pages. Absence of selective licensing and current status of additional licensing confirmed by both the council's own licensing page (which lists no selective licensing) and third-party sources. The additional licensing scheme's historical dates (April 2015 to April 2020) are confirmed from contemporaneous news reports and council planning documents. However, the exact date the additional scheme was formally designated and whether any formal council resolution was passed to discontinue it (rather than simply allowing it to lapse) could not be confirmed from available sources. Contact phone numbers were sourced from older FOI-related content and may have changed.
Harlow Council maintains two downloadable public registers available from the HMO public register page: (1) HMO Mandatory Licence Public Register (.xlsx); (2) HMO Temporary Exemption Notices (TEN) Public Register (.xlsx). No interactive searchable online database is provided. Residents can also report suspected unlicensed HMOs to the council via the same page; the council will investigate and report back.

All councils in England must operate mandatory HMO licensing. This applies to properties with 5 or more occupants forming 2 or more separate households, regardless of location. If your property meets these criteria, you must apply for a mandatory HMO licence from Harlow council.

Extended in scope from 1 October 2018 by the national extension of mandatory licensing. All applications also require full planning permission for use as an HMO due to a town-wide HMO Article 4 Direction.
Licences are valid for one year only - significantly shorter than the standard five-year duration used by most councils in England. Renewal is required at least one month before licence expiry; the council sends email reminders. Required documents for new application include: completed application form, fire risk assessment form, gas safety certificate (under 12 months old), electrical installation condition report (under 5 years old), fire alarm test certificate (under 5 years old), emergency lighting test certificate (where applicable), property sketch plan with room dimensions. Minimum room sizes: 4.64m² (child), 6.51m² (adult), 9.28m² (two children), 10.22m² (two adults). Manager must be fit and proper. Property must have full planning permission for HMO use due to town-wide Article 4 Direction. Operating without a licence is an offence with potential unlimited fine. Penalties for avoidance: £350 initial, £70 reminder, £44 final reminder, £64 post-resumption. Applications via GOV.UK. Enforcement action includes civil penalty and management orders.
