District-wide additional HMO licensing scheme covering all HMOs not subject to mandatory licensing requirements - principally properties occupied by 3 or more unrelated persons forming 2 or more households, regardless of number of storeys or occupant count (i.e. smaller HMOs below the 5-person mandatory threshold). This removed a loophole by which landlords might claim fewer than 5 occupiers to avoid mandatory licensing.

Introduced April 2015 as a time-limited scheme. At introduction there were approximately 140 HMOs in Harlow; by 2019 this had grown to 319. The scheme was designed to improve standards in all HMOs, improve living conditions, and respond to resident concerns about nearby HMOs. Key fire safety requirements included hard-wired interlinked fire alarm systems, 30-minute fire resistance lining under staircases, and fire doors on bedrooms and kitchens leading to escape routes. Enforcement began immediately on 1 August 2015 for unlicensed HMOs. The scheme was time-limited and due to expire in April 2020. At the time of this extraction there is no evidence the scheme was renewed after April 2020; the council appears to rely solely on mandatory licensing. Third-party sources confirm additional licensing is not currently in force in Harlow.

Required documents for new application include: completed application form, fire risk assessment form, gas safety certificate (under 12 months old), electrical installation condition report (under 5 years old), fire alarm test certificate (under 5 years old), emergency lighting test certificate (where applicable), property sketch plan with room dimensions.
