A selective licensing consultation was held for the Bluebell/Bakers Green area in Huyton, Knowsley in or around March 2013. No confirmation of formal designation or scheme implementation has been found. The council's current website makes no reference to any selective licensing scheme.

The absence of selective and additional licensing is confirmed by multiple independent third-party sources and is consistent with the council's website which contains no reference to either scheme type. The 2013 Bluebell/Bakers Green selective licensing consultation is confirmed but its outcome (whether designated or not) could not be definitively confirmed - the absence of any designation from the council's current website and multiple third-party sources strongly indicates the scheme was never implemented. The main gaps are: no online public register confirmed; no dedicated contact email for the HMO licensing team found on the council website (privatesectorhousing@knowsley.gov.uk from third-party directory); no confirmation of the 2013 consultation outcome; no fee payment structure details (single payment vs instalments).

Boroughwide mandatory HMO licensing covering all properties occupied by five or more people forming two or more households who share amenities (bathroom, toilet, or cooking facilities). Also covers converted flats not meeting 1991 Building Regulations standards with 5+ multi-household occupants sharing amenities.
The council must satisfy itself that: the property suits the licensed occupancy number; the licence holder is a fit and proper person (assessed on criminal history including violence, sexual offences, drugs and fraud; housing law violations; unlawful discrimination findings; prior HMO management breaches); management arrangements are satisfactory; and the property manager is competent. Mandatory licence conditions include: annual gas safety certificates; electrical installation certificates every 5 years minimum; safe electrical appliances and furniture; smoke alarms per 2022 regulations; carbon monoxide alarms in rooms with fuel-burning appliances; fire risk assessments for communal areas; written tenancy agreements for all occupiers. If a licence is refused the council has a duty to assume management through an Interim Management Order. Appeals are made to the First Tier Tribunal within 28 days. Penalties: unlimited fine for unlicensed operation or exceeding occupancy limits; up to £5,000 for breach of conditions; tenants may claim back rent for unlicensed periods (12-month maximum) via tribunal. Property types covered: Properties occupied by 5 or more persons forming 2 or more households sharing a bathroom, toilet or cooking facilities. Also includes converted flat blocks with up to 2 units where at least one has 5+ multi-household occupants sharing amenities.
