The council is required by law to publish and maintain a register of licensed HMOs. The register is available to download from the Environmental Health section of the South Ribble website. No online searchable database was found.
All councils in England must operate mandatory HMO licensing. This applies to properties with 5 or more occupants forming 2 or more separate households, regardless of location. If your property meets these criteria, you must apply for a mandatory HMO licence from South Ribble council.

Applications submitted by email to envhealth@southribble.gov.uk or by post. From 28 January 2026, an Article 4 Direction also requires planning permission for new C3-to-C4 conversions borough-wide.
