Mandatory HMO licensing status confirmed from multiple official and third-party sources. Absence of selective licensing and additional licensing confirmed by multiple independent third-party sources (Legislate.tech, AgentHMO, LandlordZone) and absence of any announcement on council website. Article 4 Direction details confirmed from official Tameside MBC ModernGov documents (September 2025) and two third-party news sources. The main gap is the lack of a specific published HMO licence fee: Tameside does not publish this on their website, so no fee figure has been confirmed from an official source. The public register files (PDF and CSV) exist as confirmed by accessible URLs in search results, though their exact contents could not be read due to PDF binary encoding.
It is a legal requirement under the Housing Act 2004 for the council to maintain a public register of licensed HMOs. The register is available as both a PDF (approximate 824KB) and a CSV data file. No selective licensing or additional licensing register exists as no such schemes are in operation. The general Tameside Licensing public register (https://www.tameside.gov.uk/licensing/publicregister) redirects to a planning/licensing system covering commercial licences (premises licences, taxi licences) and does not include HMO or property licences.

All councils in England must operate mandatory HMO licensing. This applies to properties with 5 or more occupants forming 2 or more separate households, regardless of location. If your property meets these criteria, you must apply for a mandatory HMO licence from Tameside council.
Borough-wide mandatory HMO licensing for properties occupied by 5 or more people forming 2 or more households who share facilities (bathrooms, kitchens, lounges). Expanded to current criteria on 1 October 2018.
Mandatory scheme under Part 2 of the Housing Act 2004. Updated to current occupancy-based criteria (regardless of number of storeys) from October 2018. Landlords and property managing agents must apply to the local housing authority. Applications must be made to the Housing Standards Team. Each HMO requires its own licence. Reporting unlicensed HMOs: call 0161 342 3323. Property types covered: Houses in Multiple Occupation (HMOs) with 5 or more occupants forming 2 or more households sharing amenities. Includes shared houses with communal facilities. Converted buildings and purpose-built flats may also be covered depending on configuration and occupancy. Exemptions or exclusions: Properties managed by local authorities or housing associations. Non-licensable HMOs (fewer than 5 occupants or single-household) are not required to be licensed, though must still comply with the Management of Houses in Multiple Occupation (England) Regulations 2006.
In addition to licensing, all private landlords in England must comply with these requirements:
