In July 2025, Torbay Council approved amended HMO Licence Conditions and delegated authority to the Director of Adults and Community Services to make further updates to the Housing Standards Civil Penalty Policy and HMO Licence Conditions following Royal Assent of the Renters Rights Bill. Applications submitted via the national government portal (gov.uk). The Rogue Landlord Programme, launched in 2012 with a £100,000 investment, has resulted in improved living conditions for over 1,350 residents.
