Licensing fees and exemptions

Fee summaries are useful, but they are not the final answer. Many councils split fees into stages, vary prices by property type or occupant count, and change them over time.

Exemptions can also be misunderstood. Some are statutory, some are scheme-specific, and some depend on whether another licensing route already applies.

At a glance

  • Fees commonly vary by council, property type, size, and timing.
  • Discounts often depend on early application or accreditation wording.
  • Exemptions should be checked against the live council source rather than assumed.
  • A mandatory HMO route can displace or change the relevance of other local schemes.

Why fee summaries can drift

  • Councils sometimes change fees each financial year.
  • Stage 1 and Stage 2 fees may be charged separately.
  • Renewal fees may differ from first applications.
  • Larger HMOs can attract additional room or occupant supplements.

Common discount patterns

Discounts are not universal, but they often relate to:

  • Applying early in the life of a new scheme
  • Landlord accreditation or training status
  • Renewal timing
  • Reduced-risk or compliant-landlord schemes where the council offers them

Common exemption traps

Exemption wording can be easy to over-read. Check carefully where the property is:

  • Owner-occupied or occupied by resident family members
  • Already subject to mandatory HMO licensing
  • Temporarily between uses with a possible Temporary Exemption Notice
  • Held by a social landlord or other exempt category

How to use this with the checker

Use the postcode checker to identify the possible route first, then open the relevant council page and treat fee or exemption wording as something to confirm against the live source before relying on it.
